When the daughter of veteran 9-11 call facility operator Pamela, along with her husband Jeremy, a Senior police, is kidnapped and held hostagethey were left distressed, with no choice but to adhere to the kidnapper's rules: send messages through dispatch for all authorities and fire units to scatter to remote locations across the city by which they're filled with turmoil. Unsure who or why, the one thing they do know is whether they fail to collaborate with one another - they will be solely responsible for facilitating the crime in the city's foundation.
